The Mudhalvar Makkal Sevai Nanbar (Chief Minister's People's Service Friends) programme is a landmark governance initiative by CM Vijay — deploying 5 lakh trained youth volunteers across Tamil Nadu to deliver over 100 government services directly at citizens' doorsteps.
This eliminates the need for citizens — especially the elderly, differently-abled, rural residents and women — to travel to government offices, stand in queues or navigate bureaucratic processes to access their entitlements.
The programme creates 5 lakh employment opportunities for educated Tamil Nadu youth while simultaneously solving the last-mile governance delivery problem. Each Sevai Nanbar is a trained government service ambassador — earning a livelihood while serving their community.
Combined with the ₹4,000 graduate stipend and the 5 lakh annual government-backed internships, this forms part of CM Vijay's comprehensive vision of making Tamil Nadu's youth both economically secure and socially purposeful.
The programme is committed in the TVK manifesto and is expected to be announced formally with a GO and launch timeline during the upcoming Budget Session. District-level pilot programmes may begin before the full statewide rollout. Watch tn.gov.in for official announcements.
