First-sale documents for plots and flats can now be registered entirely online — removing the Sub-Registrar office visit from one of the state's most friction-heavy citizen transactions.
Chief Minister C. Joseph Vijay launched a new online service called Presenceless Registration at the Secretariat on 17 August, allowing first-sale documents for plots and flats to be registered entirely online — without either party visiting a Sub-Registrar office.
Property registration has long been among the most friction-heavy interactions between citizens and the state in Tamil Nadu — requiring physical attendance, document verification in person, and repeated visits. It has also been one of the areas most frequently associated with informal payments.
Removing the office visit entirely for first-sale documents addresses both problems at once: it cuts the time cost for buyers and developers, and it reduces the number of in-person touchpoints at which discretion can be exercised.
The service continues a thread running through the government's first 100 days. Tamil Nadu created a dedicated AI, IT and Digital Services Ministry on day one — India's second such ministry — and the Budget of 5 August committed to AI-enabled governance across departments, an AI and innovation city named Arivagam, a Tamil-language AI model from the Tamil Virtual Academy, and the Namma Salai citizen reporting app under the Safe Roads Mission.
The Agriculture Budget added an AI-powered advisory application for farmers, and the Budget's TN SPARK programme is being extended to 2,600 more government schools.
In his Independence Day address, Vijay said his government had been formed with a commitment to transparent governance, and that revenue previously going to private individuals had been prevented from doing so. Presenceless Registration is a concrete instance of that argument: a transaction that no longer requires anyone to be met in person.
The launch came on the day the government completed 100 days in office.
