What Is the Scheme?

The Mudhalvar Vேlainikka Udavith Thogai (CM's Employment Support Allowance) is a monthly direct benefit transfer scheme promised by CM Vijay's TVK government for unemployed educated youth in Tamil Nadu. It is a landmark commitment — one of the largest youth welfare measures in the state's history.

The allowance will be paid directly to the beneficiary's bank account via DBT — no middlemen, no delays.

"I will not deceive you with false promises. I will only promise what is possible." — CM Vijay at oath ceremony, May 10, 2026. This scheme was one of TVK's firm commitments in the manifesto.

Who Is Eligible?

🎓 Eligibility Criteria (Expected)

Tamil Nadu resident registered in the state employment exchange
Holds a degree (UG/PG) from a recognised university — for ₹4,000 tier
Holds a diploma from a recognised polytechnic/institution — for ₹2,500 tier
Currently unemployed — not in any salaried/self-employed capacity
Age between 21–35 years (expected — subject to official GO)
Exact income ceiling, family asset limit and application process to be notified in official GO

When Will It Start?

The scheme is expected to be formally announced with a GO during the Tamil Nadu Budget Session (July 2026). The application portal is likely to be launched at tn.gov.in shortly after. Watch the employment department portal and the CM's official announcements.

Why This Matters

Tamil Nadu has lakhs of educated unemployed youth who have degrees but are waiting for the right opportunity. The monthly stipend gives them financial breathing room while they prepare for government exams, seek employment or start their own ventures — directly addressing the gap between education and employment.

Combined with the TVK government's other youth commitments — ₹20 lakh collateral-free education loans, 5 lakh government-backed internships at ₹10,000/month stipend, and 5 lakh Mudhalvar Makkal Sevai Nanbar jobs — this forms a comprehensive youth economic security package.
