The Tamil Nadu government has told its employees to file a statement of their assets, debts and liabilities by October 31, 2026. Only those who file on time will be considered for promotion. Chief Secretary M. Sai Kumar issued the circular on August 5, 2026. Its promotion rule was widely reported on October 8 and 9 (DT Next/IANS, Indian Masterminds).

The circular says: "Only employees who submit the required details within the stipulated period will be included in the list for promotion" (DT Next). Missing the deadline counts as a breach of the Tamil Nadu Government Servants' Conduct Rules, 1973. Departments must also record the filing date in each employee's Annual Confidential Report (Indian Masterminds).
As of October 8, 26,520 employees had filed, about 3.12% of those covered (Indian Masterminds, citing The New Indian Express). A senior official said the duty to file has existed "for many decades" and expected filings to rise before the deadline.
M. Arunmozhithevan, general secretary of the TN Treasuries and Account Officers' Association, welcomed the link to promotions. G. Venkatesan, president of the TN Secretariat Association, asked for more time: "at least six months" (Indian Masterminds).
Since taking office, the Vijay government has made transparency a recurring theme. In July, the Chief Minister warned ministers against corruption, and the government released an audit report on the previous regime. Linking promotions to asset statements turns a long-ignored rule into one that is enforced.
