What Is the TN Citizen Privilege Card?

The TN Citizen Privilege Card is one of the most innovative governance commitments in CM Vijay's TVK manifesto — an AI-driven smart card that automatically identifies every Tamil Nadu government welfare scheme a citizen is eligible for, and delivers those entitlements directly to them — without requiring the citizen to apply separately for each scheme.

This solves one of the biggest problems in welfare delivery: millions of eligible citizens miss out on government benefits simply because they don't know about them, don't know how to apply, or face bureaucratic hurdles. The Privilege Card eliminates that gap entirely.

How It Will Work

One-time registration — Citizens register once on the TN government portal or at a nearest CSC/Makkal Sevai centre with Aadhaar, income and family details.

AI eligibility scan — The system automatically scans 100+ government schemes and identifies every scheme the citizen qualifies for based on their profile.

Card issued — A physical/digital TN Citizen Privilege Card is issued listing all entitled benefits — from free electricity to women's stipend to education loans.

Auto delivery — Benefits are delivered directly to the citizen's bank account or through the relevant delivery channel — no separate applications, no queues.

Live updates — As new schemes are launched or eligibility changes (new child, change in income), the card profile auto-updates and new benefits are added.

Why This Is a Game-Changer

Tamil Nadu currently has 50+ active government welfare schemes across departments — health, education, agriculture, women's welfare, housing, disability and more. Most citizens access only a fraction of what they're entitled to. The Privilege Card could become the single most impactful governance tool of CM Vijay's tenure — ensuring maximum welfare reach with minimum bureaucracy.

It also aligns with the TVK government's broader AI-First governance vision — which includes India's first dedicated Ministry of Artificial Intelligence (led by MLA R. Kumar of Velachery), targeting a ₹1.5 trillion Tamil Nadu economy by 2036.
