Chief Minister C. Joseph Vijay delivered a fiery 40-minute speech in the Tamil Nadu Legislative Assembly on Monday during the debate on the demands for grants for the Police Department — the speech he had specifically promised a week earlier. What began as a defence of his government's law-and-order record transformed into one of the most sweeping political attacks on the DMK ever delivered from the Treasury benches, complete with document citations, MGR song lyrics, a viral gesture and a human moment with an Opposition MLA.
Vijay opened his reply with a clear articulation of how he believes policing should function:
He argued that isolated individual crimes should not be treated as evidence of total law-and-order collapse. Many crimes have deeper causes — past enmity, revenge, social pressures, addiction — and the government must address root causes rather than use crime statistics as political ammunition. He quoted the Tamil original directly: “ஒரு தனிப்பட்ட குற்றமும், ஒட்டுமொத்த சட்டம் ஒழுங்கும் ஒன்றல்ல.”
He also addressed custodial violence directly — deaths in police custody, he said, cannot be treated as routine. Magistrate-led inquiries would be conducted and police personnel would not receive special protection because of their position.
On cybercrime: “Crime does not happen only on the streets; it also happens online. It is necessary to identify and prevent crime before it occurs.” Police vacancies will be filled and the force strengthened across both conventional and cybercrime domains.
Vijay stated clearly that political affiliation would not shield criminals. Action would be taken against anyone who commits a crime, regardless of which party they belong to. He warned government employees against corruption — those engaged in bribery damage not only their own reputation but that of their entire family — and said enforcement agencies would act without hesitation.
His clearest statement on anti-corruption: “We will not touch even a single paisa of the people's money; nor will we spare those who did.”
Vijay identified the drug culture and youth violence as structural problems requiring prevention rather than political blame. He highlighted specific enforcement figures: in Chennai alone, 330 NDPS cases had been registered and 556 people arrested in the previous three months. Anti-drug squads are operational in all 37 districts.
On student violence and ragging, he said the government should not simply present crime data in the Assembly — it should ask why young people are becoming violent, and address the psychological, social and environmental factors driving that behaviour. Prevention must come before reaction.
Without naming Udhayanidhi Stalin directly, Vijay addressed the controversy around derogatory remarks allegedly targeting actress Trisha. Udhayanidhi had been arrested in August over those remarks and released on station bail, denying the comments were objectionable and calling the case politically motivated. Vijay's Assembly statement made his government's position unambiguous:
He also invoked the treatment of former Chief Minister Jayalalithaa — recalling how women in Tamil Nadu politics have historically been subjected to personal humiliation — and warned that freedom of expression cannot become a licence for abuse. The law would take its course.
This was the segment that changed the Assembly's atmosphere entirely. Vijay shifted from governance to history — and then to recent documents — to build a systematic case that corruption was not a TVK problem but a DMK inheritance.

Invoking MGR song lyrics and the words of Tamil poet Kannadasan, Vijay made the political argument that he belonged to the lineage of Annadurai and MGR — positioning TVK as the heir to the anti-DMK tradition. He hit his lower jaw with his hand — a gesture instantly understood as symbolising how Stalin's jaw was broken due to police torture during the Emergency when he was in jail. The gesture went viral within minutes of broadcast.
His sharpest line on the corruption charges: “Only those involved in corruption demand evidence; those who do not indulge in such activities will not bother about accusations.”
As tensions mounted and DMK members sat on the floor of the House in protest, one of the day's most discussed moments was distinctly non-political. Vijay lent a helping hand to DMK MLA Durai Chandrasekar, who found it difficult to get up after sitting on the floor in protest. The gesture drew attention as a demonstration of personal decency even amid fierce political confrontation. Vijay also gestured to K. N. Nehru's request to allow Udhayanidhi to respond — signalling that the decision rested with the Speaker, not him.
Vijay also announced under Rule 110 on September 7 a reform of Tamil Nadu's property registration system: 25 model registration hubs will be created across the state, and presence-less (online) registration will be expanded — mandatory for all first-sale apartment and plot documents from September 15, 2026 and extended further from October 15. The reform builds on the Presenceless Registration service Vijay had launched on August 17. It means property buyers can register new flat and plot purchases fully online without visiting a Sub-Registrar office.
Five days after the speech, the DMK escalated its response with a statewide protest on September 12 at all revenue district headquarters across Tamil Nadu (10:30 AM), led by district secretaries. In Chennai, senior DMK leader P.K. Sekar Babu led the agitation. DMK's formal demands (DMK termed the remarks “body-shaming” and “abhorrent,” demanding Vijay must withdraw his Assembly remarks; the references to Stalin's MISA imprisonment (made through the jaw gesture), and remarks about late DMK patriarch Karunanidhi and Murasoli Maran, the Sarkaria Commission and the ED documents must be retracted. The party alleged Vijay was "resorting to personal attacks because he was unable to respond to questions over his government's performance." Vijay's government did not respond to the withdrawal demand.
On September 8 — the day after the speech — DMK legislators gathered near the Speaker's podium demanding that Vijay's references to Enforcement Directorate documents, the Sarkaria Commission report and the MISA Act be expunged from the Assembly record. Speaker J.C.D. Prabhakar refused. When the protest continued, DMK members were evicted by marshals. DMK president M.K. Stalin later asked whether the House was being conducted with dignity. The expunction demand was formally rejected — Vijay's speech stands as part of the official Assembly record.
DMK members entered the Well of the House, shouted slogans and staged a walkout. Speaker J. C. D. Prabhakar refused permission for the Opposition to respond despite subsequent requests from Vijay himself.
Udhayanidhi struck back outside the Assembly: “For the first 11 minutes, he spoke about the police department, and we listened quietly. After that, he levelled baseless allegations against us without any proof. The Chief Minister did not answer any of the questions we asked regarding law and order. He only used diversion tactics.” He questioned Vijay's knowledge of the Sarkaria Commission: “He went back to 1970. He is talking about the Sarkaria Commission and MISA. What does he know about the Sarkaria Commission?”
