CM Vijay's government has institutionalised this cultural practice into a welfare scheme, with the state itself playing the role of the maternal uncle (Thaai Maman) for every child born in a government hospital.
"Thai Maman Seer" is a centuries-old Tamil tradition in which the maternal uncle gifts the newborn gold or silver jewellery as a symbol of blessing and prosperity. By naming the scheme after this tradition, CM Vijay has framed the state as the family's partner in welcoming every new life — regardless of economic background.
