Tamil Nadu today rolled out one of its most citizen-facing reforms since the TVK government took office — the complete transition to digital driving licences and vehicle registration certificates, effective September 15, 2026. The date is Anna Durai's birth anniversary, chosen deliberately by CM Vijay to mark the launch.

Citizens who register a new vehicle will receive a Digital Registration Certificate (RC) downloadable immediately from the transport portal. Those who pass a driving test receive their Digital Driving Licence on the same day. Both documents carry a QR code that government departments, traffic police, insurance companies and other authorised bodies can scan for real-time verification. If a document is lost or damaged, the citizen simply logs in and downloads it again — no fresh application, no fee.
The initiative aligns Tamil Nadu with a national policy introduced four years ago but not previously enforced in the state. Physical smart cards are now discontinued entirely for new issuances.
September 15 is the birth anniversary of Perarignar Anna (C. N. Annadurai) — founder of the DMK, first Dravidian Chief Minister of Tamil Nadu (1967–1969), and one of the most revered figures in Tamil political history. Launching the digital DL/RC reform on this date is both a governance milestone and a political statement — connecting the TVK government's modernisation agenda to the Dravidian movement's legacy of administrative reform.
