The Story
Just 9 months after TVK was formally founded on 2 February 2024, Thalapathy Vijay chose to host the party's first state conference at Vikravandi — a small town in Villupuram district, Tamil Nadu's most politically contested and agrarian heartland. The choice of venue was deliberate and powerful: not Chennai, not Madurai — but a town deeply connected to the struggles of farmers, Dalit communities and the rural working poor.
The date — 27 October 2024 — was chosen as TVK's official emergence into the political arena after months of ground-level district tours. The conference was designed not as a celebration, but as a declaration — of TVK's ideology, its resolutions, its people and its vision for Tamil Nadu.
The scale was unprecedented for a party that was less than a year old. Over 800,000 people attended from all 38 districts — bringing the entire TVK network of 85,000+ fan clubs turned welfare workers together for the first time as one unified political force.

Every single district of Tamil Nadu sent delegates. From Nilgiris in the north to Kanyakumari in the south — TVK showed it had statewide reach less than a year after founding.

Vikravandi was chosen for its deep agricultural roots. The venue message: TVK is for farmers, rural workers and the poor — not just urban elites.
Unlike political conferences that are merely ceremonial, Manadu 1 passed 26 formal resolutions — each a specific commitment by TVK to Tamil Nadu's people.

Tamil Nadu must control its own medical college admissions. NEET has denied seats to brilliant Tamil students from rural and poor backgrounds. TVK demands immediate NEET abolition and state-controlled admissions.
Tamil Nadu's state-run liquor monopoly (TASMAC) has destroyed lakhs of families. TVK resolves to systematically phase out TASMAC, rehabilitate dependent persons and divert revenue to welfare.
Comprehensive women welfare package: free bus travel on all state buses, monthly financial aid for women from EWS families, enhanced police protection and fast-track courts for women's safety cases.
Over 1.2 lakh government posts have been vacant for years. TVK resolves to fill all vacancies through transparent, merit-based recruitment within the first year of governance.
Revise Minimum Support Prices for all major Tamil Nadu crops. Complete waiver of agricultural loans for small and marginal farmers. Improved irrigation infrastructure across the Cauvery delta.
Comprehensive support for Tamil Nadu's 7 lakh+ fishing community: enhanced compensation for cyclone losses, boat modernisation, legal aid for fishermen arrested in international waters and insurance coverage.
Expand free healthcare to cover all Tamil Nadu residents. Free medicines in all government hospitals. Enhance government hospital infrastructure in Tier 2 and Tier 3 cities.
Free coaching for TNPSC and competitive exams. Upgrade government school infrastructure. Provide computers and digital tools to all government school students.
The Central Government must ensure Tamil Nadu receives its full Cauvery water share. TVK will pursue this through all legal and political channels without compromise.
Double the welfare fund allocation for Scheduled Caste and Scheduled Tribe communities. Ensure zero atrocity backlog and fast-track justice for SC/ST victim cases.
Tamil must be the medium of instruction and official language of governance in Tamil Nadu. Resist all attempts to impose Hindi. Elevate Tamil globally through cultural diplomacy.
Establish an independent anti-corruption ombudsman with genuine powers. Zero tolerance for corruption in all government transactions. Whistleblower protection law.
As TASMAC is phased out, provide all TASMAC employees with alternative government employment or skill training and livelihood support. No employee to be left without a livelihood.
Restore all encroached river banks and water bodies. Mass tree plantation programme covering all 38 districts. Strict enforcement of environmental protection laws. Plastic-free Tamil Nadu mission.
Build world-class sports facilities in every district. Monthly stipend for elite athletes. Priority government jobs for national and international sports medal winners.
Monthly financial allowance for educated unemployed youth while they seek or train for government employment. Bridge the gap between graduation and placement.
Full accessibility infrastructure in all government buildings and public spaces. Enhanced pension and welfare for differently-abled persons. Disability-friendly public transport.
Double the old-age pension for all elderly citizens. Free healthcare and medicines for senior citizens above 65. Day-care centres in every panchayat.
Build 5 lakh affordable housing units for homeless and below-poverty-line families across Tamil Nadu. Priority for flood-affected communities and single women.
Revise minimum wage for textile and handloom workers in Coimbatore, Tiruppur and Erode. Health insurance and social security for unorganised textile sector workers.
Every government scheme to have a public audit report published annually. Citizens have the right to know how their tax money is being spent. RTI to be strengthened not weakened.
Tamil Nadu's rights under the Indian Constitution must be fully protected. GST devolution, education rights, and resource allocation must be fair. TVK will fight for state rights at every level.
Free internet and digital literacy for all rural families. Government services must be digitally accessible in Tamil. Bridge the urban-rural digital divide within 3 years.
Absolute zero tolerance for child labour in Tamil Nadu. Every child must be in school. Enhanced mid-day meals, school uniforms and free learning materials for all government school children.
Mental health is a healthcare right. Free counselling services in every government hospital. Awareness campaigns to destigmatise mental health treatment in Tamil Nadu.
Tamil Nadu shall remain secular. No person shall face discrimination based on religion, caste or community. TVK will protect minority rights, Dalit rights and tribal rights without compromise.
