The Significance

📖 Why Madurai? Why This Conference?

Madurai — Tamil Nadu's cultural capital, home of the Meenakshi Amman Temple, the cradle of classical Tamil literature and the heartland of Tamil pride. For TVK's second conference, Vijay chose Madurai with deliberate symbolism: a party rooted in Tamil culture and classical values would launch its election manifesto in the city that best represents Tamil civilization.

Unlike Manadu 1 (which established ideology), Manadu 2 was about governance specifics. Vijay arrived in Madurai with a complete, detailed 22-point manifesto — not campaign rhetoric, but a genuine policy document that told Tamil Nadu's voters exactly what TVK would do if elected. Each promise was specific, measurable and time-bound.

This conference also formally launched TVK's election campaign — with the iconic campaign songs "உங்க விஜய் நா வரேன்" and "Whistle for Change" unveiled to an ecstatic crowd. Tamil Nadu had never seen an election campaign launch like it.

👩 Women Welfare
1. Free Bus Travel for All Women

Free travel on all TNSTC and MTC state buses for women. Estimated 1.5 crore women benefiting daily. Reiterated at the Women's Day event (March 2026); G.O. issued within first week of government. ✅ Now Implemented.

2. ₹2,500 Monthly Financial Aid for Women

Monthly financial assistance of ₹2,500 to women heads of households up to age 60 (excluding government employees). Announced at the TVK Women's Day event, Mamallapuram — March 7, 2026, not at this Manadu. ⏳ Post-election, the existing ₹1,000 Kalaignar Magalir Urimai Thogai scheme continues pending restructuring.

3. Six Free LPG Cylinders Annually (Annapurani Super 6)

Six free LPG cylinders per year for every household, easing the cooking fuel burden. Announced at the TVK Women's Day event, Mamallapuram — March 7, 2026, not at this Manadu. ⏳ Pending Budget allocation — not yet implemented.

4. Women Safety — Rani Velu Nachiyar Padai & Fast-Track Courts

500 women-led safety patrol teams with body cameras (Rani Velu Nachiyar Padai) and Anjalai Ammal fast-track courts for crimes against women. Announced at the TVK Women's Day event, Mamallapuram — March 7, 2026, not at this Manadu.

5. Abolish NEET — Restore State Medical Admissions

Supreme Court petition filed. Education must return to State List. Tamil Nadu's meritorious students from rural areas must not be denied medical seats due to NEET. ✅ SC Petition Filed.

6. Free Coaching for Competitive Exams

Free TNPSC, banking and competitive exam coaching in all districts. Targeted at first-generation college students from poor families who cannot afford private coaching.

7. Government School Digital Upgrade

Computers, tablets and digital learning tools for all government school students. Smart classrooms in every district headquarters school within 2 years.

8. Fill 1.2 Lakh Government Vacancies

All vacant government posts filled via transparent TNPSC recruitment within one year. First batch: 40,000 posts already under recruitment. ✅ Active.

9. Unemployment Allowance for Educated Youth

Monthly allowance for educated unemployed youth awaiting government placement. Bridges the gap between graduation and job placement.

🌾 Farmers & Fishermen
10. Farm Loan Waiver — Small & Marginal Farmers

Complete agricultural loan waiver for small and marginal farmers. Special focus on Cauvery delta districts most affected by crop failure and drought.

11. MSP Revision for All Major Crops

Revise MSP upward for paddy, mango, banana, sugarcane and other key Tamil Nadu crops. ✅ MSP Revised post-election.

12. Fishermen Welfare & Equipment Aid

Modernise fishing boats, enhanced cyclone compensation, legal aid for arrested fishermen in international waters and comprehensive insurance coverage for 7 lakh fishermen.

13. Close 717 Sensitive-Location TASMAC Shops

Immediate closure of all TASMAC outlets within 500m of schools, places of worship and bus terminals. ✅ G.O. Issued within first week — 717 shops ordered closed.

14. Full TASMAC Audit & Phase-Out Plan

Complete audit of all ~5,400 TASMAC outlets. Systematic phase-out plan with employee rehabilitation package. ✅ Audit Ordered.

🏥 Healthcare
15. Free Medicines in All Government Hospitals

Ensure no patient in any government hospital pays for medicines. Expand the essential medicines list and ensure continuous supply chain.

16. Universal Health Insurance for All

Expand health insurance coverage to every Tamil Nadu family. Enhance the existing Kalaignar/CM insurance scheme to cover all serious illnesses.

⚖️ Governance & Rights
17. Anti-Corruption Ombudsman — Independent

Establish an independent ombudsman with genuine investigative powers. Whistleblower protection. All corruption complaints acted on within 60 days.

18. SC/ST Welfare Fund — Double the Allocation

Double welfare fund for Scheduled Caste and Tribe communities. Zero atrocity backlog. Fast-track all pending SC/ST victim cases.

19. Cauvery Water Rights — Fight Centre

Use all legal and political channels to ensure Tamil Nadu receives full Cauvery water share. No compromise on farmers' water rights.

20. Tamil Language — Protect and Promote

Resist Hindi imposition. Tamil as sole medium of governance. Promote Tamil globally through cultural diplomacy and classical Tamil preservation.

21. Environment — River Restoration & Tree Planting

Restore all river banks. Plant 10 crore trees over 5 years. Plastic-free Tamil Nadu mission. Strict environmental enforcement.

22. 100-Day Governance Report — Transparent Accountability

Publish a full public report on 100 days of TVK governance. Show what was done, what is in progress and what is planned. Accountability by design. ⏳ Due on completion of 100 days.
