On the same day Tamil Nadu's 13th Chief Minister C. Joseph Vijay took his oath of office, ten ministers were sworn in as part of the TVK government's Phase 1 cabinet formation. The portfolio assignments reflected Vijay's stated priorities: governance, revenue, energy, and social justice.
- C. Joseph Vijay — Chief Minister · Home, Police, Public Administration, Municipal Administration
- K. A. Sengottaiyan — Revenue, Legislative Assembly (Gobichettipalayam)
- Dr. K. G. Arunraj — Health and Family Welfare (Tiruchengodu)
- Aadhav Arjuna — Public Works, Sports Development (Villivakkam)
- Rajmohan Arumugam — Finance (Egmore)
- Dr. T. K. Prabhu — School Education (Karaikudi)
- P. Venkataramanan — Food and Civil Supplies (Mylapore)
- C. T. R. Nirmal Kumar — Electricity and Energy, Law (Thiruparankundram)
- N. Anand (Bussy) — Rural Development, Water Resources (Thiyagarayanagar)
- S. Keerthana — Social Welfare (Sivakasi)
Key Portfolio Notes
Finance — a critical portfolio given TVK's ambitious welfare spending commitments — went to Rajmohan Arumugam, a business background TVK leader from Egmore. Energy and Law went to C. T. R. Nirmal Kumar, a former AIADMK and BJP member who joined TVK. Health went to Dr. K. G. Arunraj, a medical professional.
The assignment of Home to CM Vijay himself — rather than a separate minister — was seen as a signal of direct personal accountability for law and order, a key campaign promise of TVK.
Phase 2 to Follow
The government indicated that a Phase 2 cabinet expansion would follow once alliance partners INC, VCK, and IUML were accommodated. The full 35-minister cabinet was completed on May 21–22, 2026, with the induction of 25 additional ministers.
